Hi All

I would like to remove all the colour from the background but leave the colour on the subject by using the mask option on photoshop elements.... is this allowed?

Nope -- that would involve "spot-editing," using a selection tool (the mask) or applying an effect or adjustment to only part of the image. Check under the Learn menu for an example of how that effect is accomplished within DPC guidelines.
