Does this mean that you can vote for less than the 20% required and it will update in your statistics but not impact the challenge results?

Yep - I'd say about 15 entries in that challenge would've been about right.

The more surprising part is that he has entered a challenge but didn't get any vote :D

The single challenge entry was DQ'd. That's what made me look - I was curious as to what else this photog had done...nothing.
