I am a serious photographer for the last 6 years, and I had never thought of the commercial aspects, till I read a book 'Photos that Sell', by Lee Frost.
I sent a few of my photographs to a Picture Library, which appreciated my work, and asked for more Photographs. But then I changed my mind to start my own Picture Library. I launched a website of my Picture Library in March 05, which was able to attract about 50 Photographers, but no clients! I have been contacting some advertising agencies and magazine publishers, but of not much use.
Does advertising in Photography magazines help? We also have a funds constraint.

Picture library? not familiar with that term, unless you mean a 'stock photo' site/biz like getty/shutterstock etc.

if the latter is the type of business you are starting, then you need to do some research on who your customers are and then figure out the best way to reach them.

Yes. Picture Library is same as Stock-Photo, like getty etc. Getty is the world's largest Picture Library. And ours is world's smallest (at present). LOL.
