(In basic editing...)

I need some help- I need to know if I can pick only the reds and change that hue/saturation or is that illegal? It is on the whole image, I just wasn't sure.

Is selective desaturation legal? I thought no but I also thought I remember seeing it in a basic challenge.

just working on my submission and need to know.

as long as it is applied to the entire image, it is legal.

Example, you can desaturate all colors but red and it is legal.

If you make a selection in the image and then edit that selection, that is NOT legal.

Looks like I'm late to the party here, but yes- as long as you're desaturating the entire photo (even if it's just one color channel) it's fine.
