Is flipping an image horizontally or vertically allowable in BASIC CHALLENGES? |

Yes, rotating is legal as long as it is applied to the whole image and not just an element of it.
If you are cropping the photo, you may crop first and then rotate it.
From the Basic Rules:
Post-shot Adjustments may be made to your image in a photo editing program, so long as the modification is applied to the whole image. This includes levels, conversion to black and white, hue/saturation, sizing/rotating, curves and cropping (or their non-Photoshop equivalents).

To clarify, when we speak of "moving pixels", we mean changing the distance of some pixels relative to their neighbors. Flipping and rotating the (whole) image changes the direction, but not the spatial relationship between pixels.

Out of curiousity - how do you rotate only an element of the image?

Yes, usually. Though it could also be done on one layer by distorting the image. Either way, it would be illegal in Basic Editing, and might even net a DQ in Advance Editing, depending on the severity of the change.
