Was just wondering, what's the difference between adjusting the color by going to Tools> Color Tools> Hue-Saturation and going to Layer> Colors> Hue-Saturation? Does it affect a different part of the pic or what?

I'm not completely certain, but I believe that they are just 2 ways of getting to the same functionality. I believe that they both work on the active layer only.

So if I had more than one layer, then going thru the layers menu would only affect the layer I'm working on and going thru the tools menu would affect all layers?

Actually, I think both methods only affect the active layer. If you want to affect the whole image, you'd have to flatten the layers first.
