Like Zeiss said, be careful resaving as JPEG. Treat whatever output you got from the camera as a "digital negative." Any editing, cropping, resizing you do, do it all at once in the image editor, or save as TIFF or some other lossless format if you want to save intermediary steps. When you save a final image as JPEG, that is your "digital print." Never save over the original file if you plan to re-edit.
What I also wanted to add was a note about Microsoft Photo Editor. I've never used it, so I can't be sure, but does it do bi-linear or bi-cubic resampling? If not, using it to resize would not give you the best result.
