| Has the submission qualification been lifted--either the percentage of votes cast or the percentage of comments, or must we still meet the requirements once stated by management. I cannot find it in the rules. |

it's been lifted. you can submit at any time and without casting a single vote or leaving a single comment.
however, if you do vote, there is still the requirement to vote on at least 20% of the photos to have your votes count. but that's independent of submitting to challenges.
