Can I or Can't I use selective color editing in PS during an advanced editing challenge?
The rules are vague at best and i was recently DQ'ed for the billboard challenge and I don't want to overstep my bounds and get suspended.
ALSO, can I use a motion blur on a small piece of my photo to cover up what looks like masking tape.
I dont want to edit it out and have it come back as a MAJOR part of my photo eventhough its only 1/100 of the picture.

I'm 99.999% sure you can use selective color to your hearts desire in advance editing.

As far as what looks like masking tape, that's going to be a picture-by picture basis. You are allowed to crop out distracting minor elements in advance editing...not sure why you would motion blur it out and not just crop it...but as long as it's not a major element.

I can't crop it out cause its at the center of the picture, although its not "The" major element so i guess i could clone it out

you can use selective color in the basic editing rules.
it just has to be applied to the whole image. not selectively.

i think you could get away with the masking tape being cloned out as well. you can also ask a SC member for an opinion...

I just went the route for the masking tape of selecting it then brightness and contrast to make it black, same as the color surrounding it.
I think thats legal.

Selective colour is always legal if it is applied to the entire image (and don't use a layer mode other than "normal" to apply it), and legal in any way you care to use it in advanced editing. The following image was made in basic editing with only levels and curves, imagine how far it could have gone if I'd used selective colour as well... There's basically no "legal" limit to how far you can throw your colours in any challenge, so long as you don't use specific selections in basic editing.
