The iPod should come pre-formatted and ready to use. If it is not, you can download the latest version of the iPod Updater from the apple site to reset it to factory settings and format it. There should also be an iPod updated on the CD that came with it, but it may not be the most recent one.

Less you buy one second-hand, you'll get full user instructions on how to initialize your iPod for the platform of your choice.
Apple's iTunes exists for Windows platform so that shouldn't be a problem.
There are quite some third-party tools you can use.
My iPod swings both ways. I use iTunes on my Mac and I use Anapod on my PC.
You can find lots of info on iPodlounge.
Hope this helps.

My 20 gig iPod came with an AC adaptor to recharge. Of course, the iPod can also be recharged with via FireWire and USB 2 ports.
I generally use the AC adaptor to recharge overnight, so that it's ready to go the following morning (of course, it doesn't take that long to recharge, but I find it convenient to leave it charging while I sleep).
