I have a quick question on how you take a B&W Image and make lets say the eyes only blue? Or if I were to take a picture of a rose if I could make say every other rose pedal red while the others are B&W. If someone could walk me through the steps that would be awsome.

It's Selective Desaturation (or if you started in B&W, selective colorization).
