I just was given a new flat screen monitor. it's an off brand monitor (u.s. logic)though and you can see lines constantly going up the monitor "refreshing" it I guess. Can I calibrate it? if I can how would I do it?

Calibrating won't help with the scrolling lines. I would start by changing the refresh rate in your Windows settings. Definitely don't use 60Hz, go higher than that if you can. Start with the highest setting and work your way down.
