I was wondering if someone could tell me or put a link of how to make a picture look like a painting without using an effect. I would like to do it by hand. I am starting to use photoshop on my pictures and so far I am decent at making only one thing in color or a few.

If what you want to do is to do the brush strokes by hand, then you'll want to read some tutorials on creating and using custom brushes. You will find that an input tablet (like Wacom) that supports variable pressure will create much more realistic effects.
As far as the effects that you apply with the brushes, you have infinite possibilities. You can either use the brush to "smudge" or otherwise move/change color directly on the image, or you can apply an effect globally to a copy of the image on a layer, mask it off completely using a layer mask, and then paint the effect back in with the brush.
This is a complicated topic, and I really am not an expert. A really good book on Photoshop would be an excellent investment. You would increase your knowledge much faster than by trial and error.

also, most graphics tablets come with a paint program such as painter classic.

You don't even need photoshop. Painting effects can be achieved in camera. The image below was done using camera movement during the exposure.

VERY nice, CP. Do that in a basic editing challenge sometime, just for the shock value.
