Hi all, I am new to digital photography (new to photography, actually) and I am just getting my feet wet with PS Elements.
My question is this - if I convert a JPEG file to a TIF file is there a loss of quality?'
What I am trying to do is convert my photo to a TIF format, edit it and then save as a JPEG to limit the loss of quality of the photo.
Does this even make sense?

You've got the right workflow though I would use a psd file instead of tiff since it preserves more of the information from photoshop than a TIFF does.
TIFF is a loss-less format therefore when saved will have no compression.

If it is a jpeg it will already have had some form of compression in camera.
I usually edit it then save as tiff, no point in saving an unedited jpeg to tiff. As said below saving in psd format preserves the layers etc if you wish to carry on editing at a future date.

To elaborate on what's been previously said...
If you are shooting JPG, make sure you are shooting at highest resolution and quality. If you are going to edit the photo more than once or twice, use a lossless format and only save as JPG when you are done editing. The suggestion to use the Photoshop PSD format is good, but TIFF will work as well. You can reduce TIFF file size somewhat by specifying the lossless "LZW" compression. Not all programs can recognize a compressed TIFF, but that won't be a problem if you are just using them on your local machine, since PS Elements is fine with them.
