Question: Is converting from color to sepia tone allowed under the BASIC editing rules? I know conversion to B&W is allowed, but I'm not sure about sepia.

Yes it is, so long as you don't use any selection tools to do it. Basically it's a hue/saturation or duotones/quadtones application, either of which is legal if applied to the entire image.
