simple question. For an open challenge is one allowed to, in photoshop layers, copy the background, apply an unsharp mask or gaussian blur, then reduce the opacity of the layer that the filter was applied to. I looked for this in the basic editing rules and the answer appears to be no to me but I wanted to check for sure.

It's possible to do this without an extra layer by just applying the blur, then go to edit (I think... I'm away from my home PC with PS) and fade the effect. If you can't suss this out, I'll post the details later, or I'm sure someone else will help out.
This always seems to be a little controversial, and has been discussed many times in the forums, never 100% conclusively, but I've been entering basic challenges with this technique for quite some time.
Edit: if you do this, make sure the blending mode is set to 'normal'.

Bobster is correct, that under the Basic rules you'll have to apply the (legal) blur or sharpen filter, then use the "Fade" option (also under the Filter menu). If you work on a copy of your image (as edited so far) you can always restore the previous state if you don't like how it looks.
It may seem silly, but there's a basic prohibition in Basic against using more than one layer containing pixel data; the only additional layers allowed are Adjustment Layers.

I just like the flexibility of going back into the image and removing or editing the specific filter at a later time.It is a basic part of my work flow. I know I can fade a specific filter or edit it with out creating a new layer but I cannot do that after I have made other changes or after I save and close. |

Of course. But that's part of the idea of Basic challenges, to make do with less flexibility and fewer editing tools. Your technique should be OK for challenges run under the Advanced ruleset. |
