This pic was take with the 75-300. Do you see the noise in the back ground? What is causing this? Will this happen with Canon Zoom Telephoto EF 70-200mm f/4.0L USM Autofocus Lens

It's not noise in the background, at least not noise from the camera. It's JPEG compression artifacts. They will be most noticeable in very smooth areas that are not completely uniform in color, or at the edges of detailed areas.
The image is 800x1200px but is compressed to 71kB. Try compressing less (saving at higher quality). The file will take up more space, but the results will look better.
