| Is using an adjustment layer with PS channel mixer allowed in basic editing? |

I think so. if you can use color balance, curves, levels, you should be allowed to use channel mixer.
And I think ppl do use channel mixer a lot for converting to b&w even in basic editing. |

Any adjustment layer that contains neither pixels nor a selection mask is legal in basic. So yes, channel mixer is fine.
