Give incentive for people to comment. The more comments they post that people find useful, they can become a site counsel or something. I feel we don't get enough comments for our photos.

I agree with your statement in general however there never is any way to force people to comment. Also, some use the helpful tick box to acknowledge a comment which doesn't mean that it was necessarily helpful. Others only mark positive comments as helpful.

If there was some way to grade comments this might work. I have seen on other sites where there are multiple radio buttons that describe a comment and you choose the one that best fits.

You would just end up with a bunch of useless ass-kiss comments from anyone who wished to meet the requirements of whatever post the sought to gain.
