It's been so long since I submitted a picture on here. I've forgotten how to size my picture correctly so it's not to small. To make it exactly what it asks for. Please help me, I'm using Adobe Photoshop Elements. Like, when I go to resize, should I constrain the proportions? No? What is the numbers I should put in there? I'm confused.

Yes, constrain proportions
640 width if it's a wide photo
640 height if it's a tall photo
Good luck
Save as a .jpg file under 150K
