Is it legal to use motion blur in photoshop in an advanced challenge? |

Filters: At your discretion, you may apply filters to your photo, in whole or part. (Be aware that extensively altering the "look" of your photograph with an "effects" filter is often not well received by voters.)
Motion blur is a filter, more specifically an "effects" filter, so yes, it should be legal.
In basic, the only blur filter allowed is gaussian; the others actually displace pixels, gaussian just adjusts the contrast between them...
