I'm not sure about 3.0, but 2.0 doesn't. I was given a link that installs Channel Mixer into Elements. I've used it and it's great!

BTW -- those tools are for Elements 2. If you want the ones for Elements 3, you can get them with the Hidden Power book -- which somes with an editable channel mixer:
