Lets say I take a shot at night and have powerlines in it.
Is it okay to burn those power lines therefore blending them with the nightime sky?

It's my understanding that you could burn, even clone them out so long as they aren't a major element in the photo.

Well to me they are distracting and I hate em : )
Okay ill just say its street lights in the background....how do you feel about that being a major element?

Without seeing the photo in question, it's often impossible to tell with certainty whether something would be considered a major element. Wires almost never would (notice the almost), and BG streetlights probably not as long as they are truly a part of the BG and not setting the mood of the photo.
In cases where something comes close to being considered a major element, it's pretty much an imposssibility for one SC member to rule accurately, even seeing the pic in question. If you feel it's close, I'd recommend erring on the conservative side to avoid the possible disappointment of a DQ.
