I really must get out of my cave more often....what is a HOLGA?

I'd be very interested in one of those, but that seems easily and cheaply attainable if you have Photoshop. Layers and motion blur is all it would take....right?

Ahh, but what do you enjoy more - playing with your camera or your computer? :)

Would that be done with a slight radial blur?

Yes a slight blur. Then use masks to tweak the effect. I've done it many times actually.

And as for playing with the camera or computer, that is a very good point. That's wy I said I'd be interested but for that price I could use Photoshop and keep an unedited original. Sort if like the "shooting in color then converting to b&w" debate.

This is a very good point, but I'm someone who did go out and buy a Hoya Orange filter and use it to take pics with my camera set to B/W mode :)
