What program will help me create a package of photos, Like wallet size and and etc? Also how do I get the word proof across the photos?

One thing Bibble excells at is batch workflows. You could create a work queue which produces the output sizes and DPIs you seek, and drop the target images into place. It's quite an amazing tool when you're doing high volume work. I don't use it that way, but am equally impressed with it's utility in my less intensive workflow.
An evaluation download is available to test it out before you buy...
