Is use of the smudge tool allowed in advanced editting to dull minor glare flaws? I wasn't quite sure...

Yes, as long as you don't add, remove or move major elements.

The Advanced rules are not very concerned about what tools you use, and look more at how you use then.

Well I started with my idea for the Faceless challenge, hoping to achieve it without editing (much). Just couldn't get the blurring to work the way I wanted. After reading through the rules again and finding this. I think this would be DQ'd (don't want that), considering the smudging I did to get it the way I wanted it, "moves major elements." I tried other versions, but nothing is worthy of submitting without the smudgy stuff. Here is the effort anyway.
