here is my last thought on this current challenge:



On the right, number 11 plate, was manufactured to represent that number and does not qualify.
On the left, the two gate bars framed by the mailbox are manufactured but they are not numbers. By analogy we may find some resemblence to the number eleven, the number two in roman numerals. The mental process makes it a number and therefore qualifies. In "manufacture", "manu" stands for "hand" and not for "man".
