Does anyone know of a program or plugin for photoshop that makes the eyefish effect?

You can try to Skew or Distort under the Edit menu. You can also use some of the tools under the Liquify area in the Filters menu. Or you can get a super wide angle lens. Good luck!

Yes, the same tool that is so useful for converting a fisheye image to a rectilinear one. you simply reverse the process.
the plug-in is PanoTools, and you want to use the "remap" function. Choose from "normal" to "fisheye horizontal". Enter the horizontal & vertical FoV that you wish to simulate. Larger values give more pronounced effects. The ratio of the FoV angles needs to match the aspect ratio of the photo. For example, if your photo is 1200px wide by 800px high, you might enter 120 degrees for Horizontal, and 80 degrees for vertical, or 100 degrees and 67 degrees, or...
This does a fantastic job of imitating a fisheye effect. You will need to re-crop after applying the filter, since the resulting image will not be rectangular.

Two final notes:

1.) Portrait orientation is not supported, even though the menu suggests it is.

2.) If you want a high-resolution final output, you should scale up your input image by approximately 2:1 (e.g. make a 1200x800 image 2400x1600) since the conversion (unfortunately) reduces the image size by about this amount.

where can i get panotools?

Google it... it's available for download at a number of sites. there is a version out there with an installer, I think, but most of what's posted requires that you actually place the files in the correct directories yourself.

thats would i would like to get my hands on the installer panotools because i'm having a hard time tring to install is by files to folder.

because i like the effect. and i say this effect on the cover of the new pearl jam album and i wanted to try something similar to that.

I think I just used the spherize filter in photoshop and dodged/burned to get some vignetting.

this is a spot for me to plug the most fun thing ive bought in the past year,(aside from my surfboard in new zealand) just got it last week, i dont have much money but it was so worth it to me, if u can get it..nikon 10.5 mm fisheye, the best effect with no software!
