Are typical entertainment strobe lights that you can find in novelty stores powerful enough to create the multi-image-composition strobe light effect?

No, In the nikon realm only the $500 SB-800 can do the strobe photos. Most DJ dance lights flash at 5hz, too slow for a strobe shot.
