What does it mean when under the photo it reads this photo has been validated, in red letters?

Thanks

i think it means someone has challenged it to be disqualified, but the administration has allowed the photo to carry on.

You are right. It means that the phot has been brought up by a user for disqualification, but has been proved valid by the Site Council. This does not mean that those photographs without a validation notice have been proved invalid.

saintaugustis correct. If a user thinks that a photograph may not comply with the rules of the challenge they can click on a link below the image on the voting page and request that photo for disqualification. I have never done that before so I don’t know what is beyond the point of clicking the link but I think they have to give a reason why they think it should be DQ’ed. Then a member of the site council will review the photograph and see if it is legal or not. If they find the photograph to be valid then you will see in red below the photograph on the voting page ‘photo has been validated’.
Hope that helps.

You may also request your photo be validated.

If your photo is challenged, you have a couple of days to respond and provide the original. If you're going to be away from email or the web for a few days, you can request your photo be pre-validated. That way you won't be DQ'd because you simply couldn't respond in time.

Further, if you think people might DQ you photo because it might look like it violates editing rules, you can request it be validated in advance to stop people voting it down for editing violations.

Also, please remember to vote on all photographs as if they are legal -- if you suspect a problem, then request a DQ, but give it a valid vote. Otherwise you run the risk of unnecessarily voting down a legal photo.
