I was wondering if creating a layer of a photo, desaturating it and erasing the part you want to be in color legal for 'advanced editing' since it is not technically moving, creating or duplicating any major elements?

I'm about 98% sure that yes, it is an approved technique for achieving partially-saturated images in Advanced-editing challenges.

One additional caveat would be my impression that a certain faction of voters routinely disapproves of this type of image unless there's a "really good reason" for using the technique. : )

Yes, I believe that is legal. Additionally, if you have photoshop, you could desaturate the image and use the history brush to paint the color back in where you want it. They both do the same thing.

I have done that same procedure in the Threes Challenge:

and again in the Selective Desaturation Challenge:

Must be OK anyway. A DQ request was validated on one of these and explained the steps I did, and SC was OK with it.

How about accenting edges?

If all else fails desaturate the image and use a layer mask thingie to add colors. There is a precedent on that being legal.

No idea what the edges thing is.
