Are Nikon RAW files (NEF , Nikon Electronic Image Format) accepted for validation purposes ? Or should they first be processed into JPEG ? |

I think that the "original" file is required, raw or nef.

submit the original -- do not convert to JPEG first. this could potentially alter some of the data. |

Now that we are talking about NEF files, is it allowed in Basic editing to use Nikon Capture 4's dust-off and moiré correction tools on the NEF?

I am not admin and/or and expert, but I think any of the RAW conversion sliders/actions is fair game.
From the rules "...so long as the modification is applied to the whole image....
...Any filter or stand-alone utility designed and used to preserve the integrity of the image and/or reduce the effects of noise, scratches, etc, are permitted. These include but are not limited to the Sharpen, Unsharp Mask, and Dust & Scratches filters, and standalone image cleanup utilities such as NeatImage.

I'm not an admin too but as far as I know working on a RAW file is not POST-editing so you can do pretty much whatever you want with it before converting it to JPEG.

If those tools apply to the entire image and not just selective pixels then it would be ok but just from the names leads me to believe that they are selective so can't be used for basic editing. There are number of things in the RAW converters that wouldn't be allowed in basic editing.
SC clarification on this would be good though.

What in (I guess I have PS CS) your RAW converter, cannot be done in camera?
CS, everything can be done in camera, to my knowledge.

From the basic editing rules:
Any filter or stand-alone utility designed and used to preserve the integrity of the image and/or reduce the effects of noise, scratches, etc, are permitted.
thus these tools are permitted, since the purpose is not to apply an effect, but to preserve (improve) image quality.
