I can only find teleconverters made by Canon that are just for L lenses. Do they any for their regular lens? If not, what teleconverter would you suggest for a 75-300mm III USM?

You won't find one made by Canon, however, you can find them from a third party brand that will fit a larger selection of lenses.

...and the quality of the picture will suffer. Put a bad teleconverter behnd a bad lens and you get horrible pics, a good teleconverter behind a bad lens you get worse picture, a good teleconverter behind a good lens you get acceptable pics but not as good as without the teleconverter.

Actually there's no such thing as a TC for "only L lenses", what it probably meant is that the Canon TCs have a protruding front extension that will not fit most of their lenses, only a select few L series ones.
I use a Kenko Teleplus Pro 300 2X teleconverter which comes very close to Canon's in terms of quality (google online reviews for that). The Kenko has a very short front extension which has a better chance of fitting onto more lenses.
