I have wonder about Dpchallenge.
What made a thing into program?
Dpc was Photopost? Coppermine? Phpbb board?
Dpc is Very Perfect website!!
Please let me know, this question.

Sorry if I have misunderstood, but if you are asking how DPC came about, it has been answered in the help/about menu at the top right.
Here is what it says:
"DPChallenge was created in January 2002 by two friends, Drew Ungvarsky (drewmedia) and Langdon Oliver (langdon). The original idea behind the site was for it to be a place where the two of us and a couple of our friends could teach ourselves to be better photographers by giving each other a 'challenge' for the week. The idea quickly took off and became much more in the months that followed.
In December 2002, we released the 2nd version of our site with a number of new features, including concurrent challenges. We also added site membership as a way to support our ever-growing physical and time demands.
To date, 27,458 users have submitted 42,482 photographs to 262 challenges. 29692 photographs have been submitted to 778 portfolios."

You were asking if it was created by a program or they coded it themselves? From what I can tell from Forum posts, DPC has always been a hand coded website that Drew and Langdon created. I do not think that they ever used a program, but then again, I don't know for sure. ^_^
