I have an opportunity to buy the named lens for very cheap (USD equivalent about $100 vs normal price of around $300). I have a Nikon 55-200 VR kit lens. I'm on an extremely tight budget, so I wouldn't normally think about this, but it does give me a lot of capability I don't have now. Is it worth it? And most importantly is it a good lens?

I know it has some issues like switching into and out of macro mode, and its zoom and focus rings don't feel all that great (apparently). Any comment about that lens will really be much appreciated.

Actually I've decided I'll stick with the 55-200. I think it will do better for me, and one day I may be able to save for my dream lenses (24-70 and 70-200 Tamrons)...

I have one that I got as a throw-in in a camera deal. It's OK. You already know about the switching stuff (main thing with switching out of macro is to focus to infinity first). Biggest complaint I have is the lack of image stabilization, which makes the macro function require a tripod. I have a Sigma 105mm macro, so it's not like I need that function. The odd thing is that you can't get close with the camera, it just makes up for it in focal length. So when you want to shoot that flower you're actually 3 feet away. The greater focal length (along with lack of VR) means that you're also going to require faster shutter speeds, which in turn means higher ISO.

As a zoom lens it's OK. As a macro lens it's a stop gap at best, cool for occasional use but if you really want to get into macro get something else. Retail in the US is $169, so I'm assuming it's the exchange rate that has it around $300 new for you?

No, I don't. But it seems to be a theme with a lot of governments.
