Only if applied equally to the WHOLE picture. As in Gaussian Blur. Totally legal. BUT if you use vignette blur or control points (Niks Color Efex) that is ILLEGAL.

I think this is a good exercise in reading the rules.

Of blur applied in PP, in Basic Editing ONLY Gaussian Blur is allowed, and you have to apply it to the entire image evenly.
