what software are you using?

The simplest way is in paint with image stretch/skew. But this is gonna be a guessing game of what percent to use. and teh save quality won't be very good.

What editing software are you using? If using Photoshop, resize to the desired size (i.e. 600px X 400px) then select Save For Web and then adjust there.

That's probably the easiest.

Edit: I guess I'm a tad slow. :)

in photoshop save as jpg at level 8 quality. That should always fit under 150kb even at 640 x whatever it translates to.

What you want to do to save a pic at the best quality for web viewing (ie. here in a challenge), is, first crop the image to the composition you want/like. Then next, go into Image Resize. Change the DPI down to 72 in small increments. Example if your DPI is currently 266, change it to 210 and OK, then 170, then 120, then 90, then 72. Stop at 72 because that is optimum for web viewing.

Next size the width or height down to 640 (or smaller) in small increments.

Then apply your USM if you need to and then use Save for the web so that you get the highest quality but still keeping it under 150k in size.

Do this and you will have ribbon winning entries like me. LOL, maybe even better. :)

Check out EddyG's tutorial on this very subject: Using Photoshop to Prepare Photos for DPC Challenges.

It's very informative and easy to follow.
