Is there not a way to put borders on my image in PS elements?
I've looked everywhere, am I dumb? |

Either crop/resize a bit smaller than the final image and increase the Canvas Size, with the Background set to the desired color, or choose SelectAll and apply a Stroke of the desire thickness using the Foreground color (this will cover part of your image). |

Thanks! Is this how it's done in grown-up Photoshop, too? Or is there an actual borders command/tool? |

You can do 3d frames like this, in a couple of steps.
Enlarge canvas by 8 pixels or so (example)
Make a new layer below your pic layer
Fill with a color like white (inside frame)
Enlarge canvas by 3 pixels or so (example)
Make a new layer below your other layers
Fill with a color like black (outside frame)
Now comes the good part: Select the bottom, black layer, use layer styles, and select beveled. There are a number of choices, figure out what works best.
Done from memory without checking PSe, so I hope all the steps are right. Let me know if there's a problem and I'll check later..

Yeah, there are some fancy frames you can do automatically but I couldn't find a regular, formal frame (which is what I prefer)...but I will use the method described by GeneralE.
Edit: Gorgeous picture!
