I have an issue...I have it set in preferences to delete history after one day. Yet, when I check it, it hasn't deleted any history and i delete it manually. This can be for days at a time as I don't think to check it very often. Is this normal?

St. Jobs knows best. Why are you questioning a deity?...

The short answer is yes, and yes... Safari is not the best browser I have ever seen.
