Easier to do it while you are shooting. Use fill-flash.

I don't know of any, but I do know that taking shots in full sunlight require a bit of forethought , just circling around your subject or getting them to move to subdue or eliminate the shadows is one key.
using a fill-flash can help as well (or, if you've got access, a reflector). Most people will tell you to avoid taking photographs in harsh midday light in the first place, but as we all know, this isn't always manageable.

I can't think of an efective way of getting rid of them. going through the duplicate layer, threshold, mask from that, and using that mask to select the shadow area is a far as I could get mentally, but then you're up against the problem of different variations of light within the shadow, and different tonalities.
I'd take an approach something like the doctor's, only mine would be to make a feature of them :-)

I'm guessing you are most concerned with the shadows on the face of the foreground subject.
My first approach to solving almost any tone color problem is to try using curves. By carefully choosing and positioning anchor points you can control fairly specific areas of tonal value.
I personally have some color problems (genetic) so this is even more effective in monotones or duotones, but I had a quick go at your picture; not too much of a change, but maybe something to take the "edge" off the shadows. The second image is a screenshot showing the curve being applied.

I had a go at it with the using the shadows & Highlights tutorial and some curves adjustment. It tends to wash it out a little but it does help with the shadows on the face quite a bit. So I find it's a helpful tool if you have problems after the fact... :-)
