I have not checked this out completely, but I do not think that my 650D is able to use the TIMER and the REMOTE simultaneously, like you have suggested in your 3-point steps.
I am pretty sure that I have to choose one or the other, TIMER or REMOTE.

For 30 bucks you can buy a little Vivitar wireless remote that allows you to trigger 2 second timer, bulb setting or just splat the button, from the remote.
