With those limitations you had better be a LOT more specific as to what you mean by "mid-morning"/"mid-afternoon" -- either specify a range of times or a target time plus/minus some degree of tolerance.
Depending on heisphere and latitude the time between sunrise and noon (halfway between should be "mid-morning", right?) can vary by hours:
