Ok here is an update, weird stuff. So, I don't know why I didn't try this before but I tried a file from my GoPro and it played just fine (mp4). Tried the 5D MK2 files and crashed again, although this time, just WMP (Windows Media Player) crashed and recovered. My big concern in all this is that I do a lot of video editing in Vegas, so I opened it up and when I play the files from Vegas, there is no problem. So now I am guessing there is some conflict between WMP and this video card. I did see these 2 logs in event viewer, tho not sure how to interpret them:
Display driver amdkmdap stopped responding and has successfully recovered.
Proximity detection failed due to unknown error '0x80004004'. The best proximity time detected was -1 milliseconds.
The second error listed WMP Network Sharing Service as the source.

ok, so don't use WMP.
