AFAIK effect can be either a noun or verb, as in you can "effect a change" in something. |

Actually, both of 'em are both. "Affect" can be used as a noun, and IS by psychologists... |

FYI, "water" is like "man" and has two meanings... it can mean the pure H20 in any of the three states, but can also mean the liquid form of H2O. (Like "man" can mean all humans or "males").
I will be using the more specific definition... if I see ice or steam, I will not count it as DNMC and encourage others to do likewise. |
