Can we use a Luminosity adjustment layer under the basic editing?
Also can we then delete part of that layer under basic editing?

I would guess no on the luminosity layer, but the SC have made rulings in the past that suprised me. However, deleting a portion of a layer, even an adjustment layer (if done by hand) is selective editing and is definitely a no-no. By deleting it I am assuming you want to mask off part of it and let the original through, so if you could create the mast with global methods, that should be fine.

I wouldn't think masks were open-challenge legal - they effectively mean you are not adjusting the entire image equally.

[i]Layers: Only adjustment layers may be used, and the layer must be applied in normal mode. All other types of layers and all other blending methods (modes) are prohibited. Layers may not be used to apply a prohibited effect to an image.
The above is from the basic editing rules. The "luminosity" blend mode is not permitted (only "normal" blending mode is permitted for adjustment layers).
Masking, fading or deleting part of an adjustment layer would be considered spot editing, and is not permitted under basic rules.
