Just ran across this good offer from Fry's on PaintShop Pro X4. After a $35 rebate and a $20 upgrade rebate (from a competing product or earlier version of PSP) it is only $9.99. This is the Ultimate version that includes a full copy of Nik Color Efex 3.0.

this is the software i use, i paid $30 for it before on sale, and it is worth more than the $30, so if you can get this for $10 i recommend it.
it has a lot of the features you want from photoshop without the $800 price tag. And as i found out recently (from spiffy here) photoshop plugins work for it, which has made me very happy with several of the trial plugins i've been testing. |

I had been disappointed with X3, most of the "upgrades" in it were marketing fluff and features I didn't care about. With X4 they fixed some annoying issues that serious users had complained about. Throwing in last years version of Color Efex sweetened the deal.
