I was wondering if Topaz Denoise is allowed in Basic Editing, as long as I do not do anything else with Topaz. |

Yes it is. I use it often.
Also, other Topaz products are legal in basic as long you don't do any local adjustments or things like vignettes. |

If you're unclear after reading the rules, (you did read them, right?), see this:

yes, Topaz Denoise is ok in basic editing as long as apply it globally (you don't do any selective noise adjustments). |
