I was wondering if Topaz Denoise is allowed in Basic Editing, as long as I do not do anything else with Topaz.

Yes it is. I use it often.

Also, other Topaz products are legal in basic as long you don't do any local adjustments or things like vignettes.

If you're unclear after reading the rules, (you did read them, right?), see this:

yes, Topaz Denoise is ok in basic editing as long as apply it globally (you don't do any selective noise adjustments).
