I've noticed that several of the images sent in each week are well under the 150k limit, and thus are fuzzy, full of jpeg artifacts, etc. Is there any reason why a person wouldn't use as much of the 150k limit as they can? Do they just have lower end cameras with poor compression, or do they not have the right software on their PCs to resize images? When I save my images in Photoshop 5, I pick the compression setting I think will work, save it, and check the size. If it's too small or big, I just reload the master, and save it again with a different setting. Sometimes I get really close to the limit, other times I'm maybe 20k off, though I really can't see a huge difference in most of the images I've saved so far. I know not everyone has photoshop, but there must be some easily downloadable utilities that will allow proper resizing.

Sometimes there's no "in-between" value. Even with Photoshop (pre-7) to only have 10 or 12 "levels" of JPEG compression you can apply. I've saved an image at about 160k, lowered the setting by one and the new version is 110k. With PS7 you can "tune the size to within 2-3k.
Note however that the "Save For Web" command which uses this JPEG slider also discards the EXIF data, while using the traditional "Save As/Save Copy" commands (with the limited JPEG settings) preserves that data. Some sites (notable pBase) will parse the EXIF fields upon upload and automatically fill in some of the image data for you.
