In Advanced Editing.. I know layers can be used so is it ok to create a layer, fill it with a colour and make that colour transparent to merge with your main photo layer.. ? a technique of multiple colours layers like this I have used in the past on photos i've shot and it can look nice.. don't want to say too much about my actual photo or the merging choice etc incase i do enter photo.

Yes, you can do that, as long as it does not serve to create new image elements.
