I kept wondering why shots I sent from my phone to FB looked so blotchy and textured. Well, it's because the pictures are 408x230 at 72 dpi. Huh? I have the camera "set" to 6MP widescreen but even if I change it to 8MP, I'm still getting micro pictures.

Anyone have any idea how to fix this? Is the phone defective?

Not sure, could it be a limitation with the provider implementation of Android?
I know that by rooting the phone (e.g. allowing to load the latest version of android, rather than the normally never updated after release provider version) some people have gotten better performance from the camera. That might include full resolution along with higher quality jpg.
But rooting generally voids the warranty..

If you download the photos from your phone to your PC and then upload to FB from there, what happens? - Perhaps facebook is resizing?

perhaps, have a look here:

"Today I tried uploading a few pictures from my phone to my computer with the USB connection for the first time.

I was disappointed that the pictures were so tiny, only about 408x230. I had the camera set on Widescreen setting.

So later I decided to try sending the pictures via email and they came through full size 1632x918.

Why are they so small via the USB connection? Did I not do something correctly when transfering them?

I use ACDSee for viewing my photos."

Yep, sounds like you need to copy and paste from the memory card. PErhaps the facebook app performs a resize prior upload.

Turns out there is a folder of thumbnails, and a separate folder of images. For some reason, when I plug the phone into the computer, it doesn't always see all the folders. This dawned on me when I couldn't see the music folder. Have had that happen before. I refresh the device and the folders sometimes appear, sometimes not. Seems to be a mood thing... :-)
